The City application (#24-0060, filed April 2024) described 262 units in 12 three-story buildings; the site is now being developed by Sage Homes Northwest as The Elowen (formerly The Cypress Apartments), a 324-unit garden-style community with $67.62 million in construction financing (March 2025). Initial units are targeted to begin delivering in Q2 2026, with final delivery expected Q2 2027.
